This is the fifth report by the Inspector-General for Emergency Management (IGEM) on the progress of the implementation of recommendations and affirmations from the 2014 and 2015–16 Hazelwood mine fire inquiry reports.

This report monitors progress (to August 2020) of 11 government actions and 1 recommendation directed to Latrobe Valley coal mine operators that were reported as ongoing in IGEM’s Hazelwood Mine Fire Inquiry: Implementation of recommendations and affirmations - Annual Report 2019.

Since the commencement of the reform program, significant progress has been achieved to improve emergency management planning and coordination, health outcomes, and mine regulation and rehabilitation in the Latrobe Valley.

Of the 11 government actions:

  • 3 are now complete
  • 1 is progressing satisfactorily
  • 1 is progressing, with revised timeframes
  • 4 have progressed but are overdue, one with timeframes further revised
  • 1 has experienced further delays and is overdue
  • 1 has revised timeframes and is yet to commence.

Overall IGEM commends the timeliness of delivery of complex government actions and reforms.

At the time of this report, all 246 actions set out in the Victorian Government Implementation Plan were due for completion. Of the eight ongoing actions, IGEM notes that the majority have shown progress. Some actions are close to completion, whereas others involve complex legislative reforms that require time to fully implement.

IGEM will continue to monitor the eight ongoing government actions and the ongoing recommendation directed to the Latrobe Valley coal mine operators.
